India ranks 133 in Press Freedom Index

ITANAGAR, Apr 26: India ranks abysmally low at 133 among 180 countries in the latest annual World Press Freedom Index, which says Prime Minister Narendra Modi seems "indifferent" to the threats against journalists.

The 2016 'World Press Freedom Index' released by Reporters Without Borders (RSF) is led by Finland, which retained its top spot for the sixth consecutive year, followed by Netherlands and Norway.

India jumped three spots from the 136th position it had in 2015.

"Journalists and bloggers are attacked and anathematised by various religious groups that are quick to take offense," the report said.

At the same time, it is hard for journalists to cover regions such as Kashmir that are regarded as sensitive by the government, it said.

"Prime Minister Narendra Modi seems indifferent to these threats and problems, and there is no mechanism for protecting journalists," the report said.

"Instead, in a desire to increase control of media coverage, Modi envisages opening a journalism university run by former propaganda ministry officials," it alleged, without substantiating what it refers to.

Among India's neighbouring countries, Pakistan ranks 147, Sri Lanka (141), Afghanistan (120), Bangladesh (144), Nepal (105) and Bhutan (94). China is ranked 176.

The United States is ranked 44th and Russia is placed at the 148th place.

The report shows that there has been a deep and disturbing decline in respect for media freedom at both the global and regional levels.

 

 

 

IAS officer’s house searched as CWC alleges child labour

ITANAGAR, Apr 26: The Itanagar residence of Education Secretary, Bidol Tayeng was searched on Wednesday by officials of the Labour Department and Executive Magistrate, following complaints received by the Child Welfare Committee (CWC), that three minors were allegedly confined for the purpose of child labour.

Childline, Itanagar Coordinator T Tangjang informed The Arunachal Times that they received a complaint on the helpline 1098 on the evening of April 24 and were informed that three children between the ages of 8 to 12 years were allegedly wrongfully confined in the house of the Education Secretary. With the help of the CWC, they approached the police the next day but could not head out for a search due to technical difficulties.

On the morning of April 26, CWC Chairperson and Advocate, Kani Nada Maling managed to get a search warrant from the District Administration. By afternoon, the CWC members, Labour Department officials, Executive Magistrate and a team of police personnel scanned all the six floors of the resident of Tayeng, including the terrace and adjoining wings of the building located at Niti Vihar.

The police, under the supervision of the Magistrate were also called in to break open the prayer room, which was the only room to which the keys were allegedly misplaced.

However, after a full scan and search of the resident, the team found no evidence of any minors who were wrongfully confined, and found only Tayeng's teenage son; a four-year old, who is the son of Tayeng's brother; his sister, aged about 35 years and Tayeng's sister-in-law, aged about 22 years.

Earlier, shopkeepers and labours had informed the team that they had seen two minors a few days earlier. However, the relatives and workers of the household gave contradictory statements, and considering the safety and security of the girls, the CWC, ICC lodged an FIR in the Women Police Station, Itanagar to trace the whereabouts of the girls.

The CWC Chairperson filed an FIR on the basis of the letter received from the Childline at the Itanagar Women Police Station, alleging that the three children (one from outside the state and two locals) were kept as child labours. It was also alleged that the children were being subjected to physical torture in the name of possession of evil spirits by Osor Tayeng (Bidol Tayeng's wife).

The FIR also read that Tayeng's relative, Minam Moyong informed that Mary Tayeng (Bidol Tayeng's sister) was possessed by the spirit of one Dibang Tayeng (who is still alive).

"On enquiring about the children, the team was informed by one Ogul Tayeng that two to three months earlier, one of the domestic helpers was sent back to her native village and another to Delhi to work in the house of the owner's daughter", the FIR further read.

The Committee also claimed that it found some "puja material" from the house, adding that the CWC has apprehension that the three minor girls may be confined illegally in some undisclosed place and that their safety was of concern.

"The police have to do their job now as there is apprehension of the safety and security of the children. We are not labelling the Secretary as a culprit, but we have to work for the interest of children and this is not only a case of child labour, but probable torture also", the CWC Chairperson said.

The house search on Wednesday was conducted on receiving petition seeking permission for house search from the Chairperson of the CWC. The Capital Complex District Magistrate, Prince Dhawan passed an order U/S 93 of CRPC R/W Section 27(3) of the Juvenile Justice (Care and Protection of Children) Rules, 2007 for house search and directed Executive Magistrate K Ningo, EAC (Jud) and CWC Chairperson Kani Nada Maling for the same.

 

 

Meanwhile, speaking to The Arunachal Times, Tayeng said that he was currently in Pasighat for a meeting of the Tayeng Welfare Society, and completely refuted the allegations and said that the allegations were false and fabricated. He also alleged that some of his relatives were behind the entire episode of maligning his reputation.

 

 

 

Five arrested in Pasighat for torture of family, APWWS seeks probe

PASIGHAT, Apr 26: The Arunachal Pradesh Police, Pasighat unit arrested five people in connection with the alleged torture and abuse case of four people of the same family.

The five arrested are Osor Moyong Tayeng, Cinthina Moyong, Maksup Yomso, Aido Moyong and Kadum Moyong.

The police acted on the complaint lodged by the Adi Baane Kebang Youth Wing recently against three main perpetrators and three alleged co-accused in connection.

There was much tension at Pasighat PS where activists from Women Against Social Evils (WASE), Adi Baane Kebang Women Wing (ABKWW), Adi Baane Kebang Youth Wing (ABKYW), All Bogong Students' Union (E) ABSU (E) and Jering Matkir Society (JMS) gheroud the station and mounted pressure on the police to act.

The WASE activists had helped the police during the arrest by taking them to the alleged accused residence.   

A joint petition was submitted to magistrate and judge along with DC Pasighat by WASE, ABKWW, ABKYW and ABSU (E) on Wednesday evening not to grant bail to them.

The magistrate has rejected the bail petition as the arrested were sent to police custody. They will be produced before the court on April 28.

The Arunachal Pradesh Women's Welfare Society has asked the police to do a thorough investigation into the harassment of a family in alleged occult practices in Pasighat. While condemning the torture of women and a teenager from the same family in the name of tradition, the organization, APWWS appealed to the state government and APSCW to constitute fact finding team to unearth the truth.

The Society further said that crimes against children are increasing as it urged the government to immediately constitute a Child Rights Commission, which is mandatory under the Supreme Court guidelines.

The APWWS also extended its support to women NGOs and the family who are fighting for the justice of victims.

 

 

 

Spices Farmers' Producer Companies in Arunachal to help farmers

ITANAGAR, Apr 26: Commerce and Industry Minister, Nirmala Sitharaman inaugurated the orientation programme to operationalise the Spices Farmers' Producer Companies (SFPCs) & Buyer Seller Meet here at the State Banquet Hall on Wednesday.

The Spices Board, under the Commerce and Industry Minister is setting up the SFPCs on pilot basis in Arunachal Pradesh to help small and marginal farmers get better prices for their produce.

The SFPCs will help address the challenges faced by the agriculture sector with regard to mechanization, technology transfer and adoption of collective scientific cultivation, in addition to providing improved access to inputs and markets. It will also encourage the farmers to increase the productivity of the spice crops and to adopt cultivation and processing as an agribusiness entity.

Sitharaman expressed happiness at this important venture that would guide the farmers towards better marketing avenues. She urged the Small Farmers' Agri Business Consortium to expedite the process of opening these SFPCs.

Sitharaman also urged the state government to appoint few aggregators who would collect these spices from different locations, and also asked for the creation of a common infrastructure for a group of farmers in one area, which would enable storage, processing and value addition of their produces.

She further requested the state government to hold a review meeting every month with regard to industries. Failure in this would result in the delay of submitting the required documents for the necessary clearance of funds, she said.

Minister of State for Home Affairs, Kiren Rijiju assured that Border Haats of local produces in the districts adjoining the Indo-Myanmar border would come up in the near future. Border Haats aim at promoting the wellbeing of the people dwelling in remote areas across the borders of two countries by establishing traditional system of marketing the local produce through local markets.

Rijiju expressed sadness at the state not being able to produce commercially despite it primarily being an agro-based economy. He attributed the problem to the lack of initiation and a proper plan on both the state and the central government's part. He also urged the people to be more economy driven, reasoning that the government can only facilitate and enable.

Minister Industries, Tamiyo Taga appealed to the Union Government to provide some sort of fencing scheme for the state. He reasoned that animals like cows and mithuns are not domesticated, here which results in trespassing and the crops being eaten away.

Taga, a practitioner of organic farming himself, said that the only source of discouragement for the farmers is the lack of market avenues because of which farmers suffer huge losses. He hoped that the union government would look into this matter, and also hoped that imports from other states be banned after Arunachal is declared as an organic state.

Minister Agriculture, Wangki Lowang requested the Commerce Minister to open up more field offices of Spice Board in remaining parts of Arunachal Pradesh to encourage and guide the farmers. This, he opined, will distract them from jhum cultivation. He reasoned that proper marketing is the need of the hour and also requested the Spice Board to organize buyers-sellers meet frequently for opening up marketing avenues.

Lowang requested the central government to open more trade points. Currently, there is only one at Nampong with Myanmar. This will result in the economic development of the state, apart from keeping the youth focused.

This move would help farmers as Arunachal Pradesh is a major producer of ginger, cardamom and other spices.

 

 

 

Shergaon gets model Anganwadi centre

BOMDILA, Apr 26: An Anganwadi Center, developed in one hectare area with a children’s park, child-friendly toilet, separate kitchen and store, was inaugurated today at Shergaon by Deputy Commissioner, Dr Sonal Swaroop.

Brainchild of Shergaon Circle Officer, Dr Rubu Tabyio; this Anganwadi Centre is a trend setter for others to emulate. Terming the dream project as a good learning experience, CO Tabyio thanked the village communities, NGOs and individual contributors who, other than the department concerned, volunteered and readily came forward to make him realize his dream of this unique project come true.

He reiterated that community mobilization is of primary essence in making such projects a success.

Seemingly impressed, DC Swaroop said that the Anganwadi Centre was one of its kind in the entire state. Praising the awareness and community participation, she opined that this is the best example of the communities coming together for realization of a dream.

She exhorted the BRO labourers to take advantage of the centre as it would facilitate a conducive play and learn environment for their children too, and would keep them away from the hazardous work conditions.

Appreciating the Anganwadi workers and the new Arun-Kiran book which is again designed keeping in mind the various aspects of child development and local linkages, she hoped that the workers and the helpers would run the centre properly. She also assured support to the centre for its further development.

Apex Bank and NABARD launch Rupay Kisan credit cards

Ziro, Apr 26: The Apex Bank and NABARD have launched off the Rupay Kisan Credit Cards (KCC) in Ziro on April 25.  

All together, 126 farmers were issued Rupay KCC during the launching Programme.

Launching the cards, ADC Nending Chatung urged the people to open bank accounts with the Apex Bank and avail benefits under various government schemes.  He also advised to repay the loans on time and enable the bank to recycle the loaning process so that maximum beneficiaries may be covered under the scheme.

Earlier in his address, MD of Apex Bank, Tsering Thongdok said that the Apex Bank is now fully computerized in CBS platform and providing banking services at par with other commercial banks.  He highlighted the features of Rupay KCC, stating that it is in digital form and the farmers can withdraw the loan amount from ATM/ Micro ATM or POS machine as per requirement. The scheme also has provision for interest subsidy in case the loan amount is repaid within the time period. He also highlighted various digital services of the bank and assured to conduct FLCC programmes for awareness of general public, especially illiterate downtrodden section of people.

NABARD GM, Dr Gyanendra Moni expressed his happiness over the coming up of Cooperative Bank in issuing ATM cards and appealed to the public to avail the facilities provided in the scheme. He suggested increasing the crop intensity and increase productivity, and also suggested for other alternative means of way for income generation,  for which the NABARD will extend all possible help, such as effective training for skill development through experts from outside the state so that it can be used and people can earn.

He also appealed to the public to continue traditional ways of farming as the state has been declared as an organic state and opt for livestock dairy farming for production of more manure.

Deputy Director Agriculture, Boria Nakum lauded the huge public gathering and their keen interest in banking services. He said that the service of the Apex Bank is improving and will be able to provide services to the needy people. He also suggested the district administration to release salary of employees through the Apex Bank. He further appealed to the farmers to avail the loan facility through the ATM service under KCC scheme and repay the loan on time to avail more facilities in days to come.

In the interactive session, the bank officials clarified the nomenclature of Rupay KCC and other social schemes being implemented by the bank. The NGO partner, The North East Multipurpose Development Society requested the bank to implement social and government sponsored schemes for veterinary and poultry schemes.

Ziro ARCS, Hage Komo said that Cooperative Apex Bank is working to uplift the rural sector through its various credit schemes. The bank has launched the programme at Ziro Valley as the people are very hard working and laborious, he said.

Apex Bank, Hapoli Branch BM, Gyamar Taffu and Ziro Branch BM, Mudo Tatung explained various banking facilities and government sponsored schemes implemented in the district through both the branches.

 

 

 

Fire Station in dismal condition

NAHARLAGUN, Apr 26: The condition of the Fire Station, Naharlagun is in dismal condition as the barrack, parking stand and toilets need immediate maintenance.

The only toilet for more than 20 fire fighters and officers is blocked for some time and not fit for use.  

When contacted, SP Fire Service Kime Aya said that the government is actively pursuing the matter of construction of a first class G+2 building at the same venue as soon as the fund is provided.

He asked his officers to use the toilets available in the nearby barracks.   

 

 

 

Burglar nabbed, booty recovered

ITANAGAR, Apr 26: The residents of a building at E Sector caught a burglar early this morning and handed him over to the police for further action.

According to sources, the burglar, identified as Man Bhadur Pradhan, alias Kuku Chetry barged into the two apartments, including one of a journalist's, residing in the building and looted valuable household items, including electronic gadgets at around 10 pm on Tuesday.

Fortunately for the residents, they found the burglar sleeping at the terrace of the same building and caught him around 6 am on Wednesday.

On being informed, a police team led by SI Inya Ete rushed to the spot, took the burglar into police custody and started investigation.  Within an hour's time, the police recovered most of the stolen items, including a laptop and DSLR camera.

A case has been registered at Itanagar Police Station in this regard. Sources further informed that the burglar from Tuko Bari, Gohpur, confessed to his crime.

According to the police, the alleged accused was arrested earlier as well and recently released.

"After my evening duty at office on Tuesday, I reached my house at around 10.30 PM only to find that the door was open and materials scattered everywhere. A few moments later, I found my electronic gadgets and some other valuable item missing from my house," informed one of the victims.

 

 

 

DDMA's Emergency Operation Centre on high alert

ITANAGAR, Apr 26: Due to torrential rainfall in the last few days, many areas in and around the Capital Complex have been flooded, causing landslides and road blockade, prompting the District Disaster Management Authority to put the Emergency Operation Centre on high alert.

On receipt of calls in the helpline number from various sections of affected public, the DDMA directed all the concerned executing agencies for necessary action.

Meanwhile, the debris of the landslide that occurred at Senki View, Donyi Polo Road has been cleared by office of the Executive Engineer, PWD CD-A, Itanagar.

The house of one Tadar Tarish of Pachin Colony is on the verge of collapse due to river diversion, forcing the family to vacate to an alternate location.

Further, temporary flood preventative measures are being undertaken by the people of Pachin Colony on voluntary basis by constructing bund with bamboo and filling empty cement bags with sand. (DIPRO)

 

 

 

Utility items for UTPs distributed

ITANAGAR,  Apr  26: In an effort to provide basic requirement to the UTPs lodged in various police stations in the Capital region, Capital Complex Deputy Commissioner, Prince Dhawan distributed daily utility items for the use of the UTPs kept in the police lock ups at Itanagar, Naharlagun, Nirjuli, Ban-derdewa and the Women Police Station on Wednesday.

The items handed over included mattresses for beds, blankets, dresses, buckets and mugs, rice plates and glasses, and toiletry items like bleaching powder and phenyl for the UTPs.

 

 

 

Congress IMC councillors join BJP

ITANAGAR, Apr 26: In all, 25 Congress councillors of Itanagar Municipal Council (IMC) formally joined the BJP on Wednesday.

Of the total 30 councillors that comprise the IMC, 26 belonged to the Congress. However, after expulsion of one of the members from the party, total Congress councillors in the IMC stood at 25.

The 20 councillors, led by Chief Councillor Kipa Kaku and Deputy Chief Councillor Tarh Nachung were present in the joining ceremony, which was also attended by Chief Minister Pema Khandu and BJP state President Tapir Gao.

Gao welcomed them and said that the party is happy to accept them into the BJP family.

"Now on, you are BJP members and we will work as a team for welfare and development of not only Itanagar but the entire state," he said.

Appreciating their decision to join the BJP, Pema said that the BJP under the leadership of Prime Minister Narendra Modi is the only party with a difference.

"This is a party that puts the interest of the nation first and the interest of the individual last. With a clear cut vision and principles to achieve it, the BJP is the only party through which we can take our state to newer heights," he said.

Pema assured the councillors that one of the top most priorities of the state government is development of the Capital Complex.

"The twin cities of Itanagar and Naharlagun is the face of Arunachal Pradesh. I assure full support to the IMC in giving a facelift to the capital complex," he added.

Cabinet Minister Wangki Lowang, local legislator Techi Kaso, BJP state Vice President Kenyir Ringu, BJP City President TarhSoping and BJP General Secretary (Org) Ramesh Kharaganchi were present during the joining ceremony.

 

 

 

Femina Miss India 2017 contestant, Licha Thosum calls on CM

ITANAGAR, Apr 26:  Licha Thosum, who is representing Arunachal Pradesh in the Femina Miss India 2017 contest, called on Chief Minister Pema Khandu at his office on Wednesday, accompanied by local designer Nabam Aka, sister and entrepreneur Licha Pera and Likha Topu.

Congratulating Thosum for being shortlisted to contest in the beauty pageant representing Arunachal Pradesh, Pema said that people of the state look up to her to draw attention of the world towards the state, which still remains unknown to many in the global arena.

Born and brought up at Doimukh, Thosum was crowned Sunsilk Mega Miss Northeast, 1st runner-up last year. She is presently pursuing Masters in Sociology from Rajiv Gandhi University, Doimukh. Thosum will have to report at Mumbai by 25th of June and undergo a rigorous grooming programme for about 30 days before the final contest.

The Chief Minister, while assuring all possible assistance from the government to Thosum also lauded the support extended by Aka, who bore the expenses of a 15-day personality development course for Thosum at Delhi. She has also offered to help Thosum in selection and designing of her costumes, especially for the ethnic rounds.

 

 

 

Disaster preparedness of L/Dibang Valley reviewed  

ROING, Apr 26: Lower Dibang Valley Deputy Commissioner In-charge, Chestha Yadav reviewed the disaster preparedness of the district in view of the arrival of South-west monsoon during a District Disaster Management Office conducted co-ordination meeting at the DC's conference hall on Wednesday.

All HoDs, administrative officers, BRTF, CRPF and other officials attended the programme, where Yadav emphasised on pre-inspection and survey of all vulnerable locations. She directed all the line departments to stay on alert and ensure regular checks of water level, inspection of water tanks and provision for safe drinking water, inspection of road and uninterrupted communication network, etc.

She also directed the BRTF, CRPF and fire service to be alert and sought the updated report on manpower and list of inventories available to them. The DC in-charge also directed the DMO to alert the medical team for emergency duties and to keep ready mobile ambulance with life saving equipment and medicines for emergency situations.

Further, she directed the supply branch to place sufficient food grains and essential commodities to all remote outposts. She also informed that a proper reporting mechanism should be adopted in event of any disaster in the district, and directed to appoint nodal officers from every department to co-ordinate with the DDMA.

DDMO, Alokong Perme also urged all departments to go through the District Disaster Management Plans, particularly Standard Operating Procedures of respective departments and sought rectification of any shortcoming. (DIPRO)

 

 

 

Incessant rain in Lumla, house collapses

TAWANG, Apr 26:  A local house at Hoongla village, under Lumla circle collapsed on Tuesday, unable to bear the brunt of incessant rain.

The house belongs to Damchoe, a farmer. Though no casualties have been reported, the heavy downpour severely damaged the drains and washed away massive farmlands of the agricultural village.

Lumla SDMO, Nima Tashi and public leader Nawang Tashi inspected and verified the site. The SDMO has assured all necessary relief to the family from the government.

 

 

 

Heavy rain hits life in Siang Valley; CM's prog postponed

PASIGHAT, Apr 26: Heavy and incessant rain crippled normal life in Siang valley since Monday, with moderate to heavy rainfall throwing life out of gear in Pasighat, Mebo, Nari-Koyu, Ruksin and adjoining parts of North Assam areas.

Water of the mighty Siang River, other rivers and streams are swelling, following heavy and incessant rain in the area. Many roads also witnessed water logging, causing great inconvenience to the commuters.

Meanwhile, due to inclement weather, Chief Minister Pema Khandu's programme in East Siang district was also cancelled. The CM was supposed to arrive at Mebo in East Siang on Wednesday and inaugurate the newly built Namsing Circle Office.

Further, the East Siang Deputy Commissioner, in presence of CM's adviser, Lombo Tayeng, Pasighat-East MLA Kaling Moyong and Pasighat-West MLA, Tatung Jamoh distributed appointment letters to five newly appointed Gaon Burahs at Namsing on Wednesday. The MLAs also attended a BJP meeting at Namsing, which was chaired by district BJP President Tamat Jonnom.

The Siang region witnessed frequent hailstorms during the last two months. The Meteorology Department has predicted that heavy pre-monsoon rain would be active in the Himalayan region during the early monsoon season.

 

 

 

CM felicitates cyclist, Bhausaheb Bhawar

ITANAGAR, Apr 26: Chief Minister Pema Khandu on Wednesday met cyclist, Bhausaheb Bhawar, who is in the state on his unique journey on cycle across the country for the fifth time.

Felicitating Bahusaheb at his office here, Pema welcomed the cyclist to the state and expressed optimism that his messages on Swachh Bharat Abhiyan and national integration would reach to the remotest of places.

Bhausaheb, who is travelling across the state on his cycle since last few days, informed the Chief Minister that he has already covered difficult places like Tawang, Aalo, Yingkiong and reached up to Jairampur in the East on his cycle.

He hailed the energy and determination of Bhausaheb to travel across Arunachal Pradesh on cycle when journeys by vehicle itself are tough and tiresome.

'It is our privilege to receive Bhausaheb in Arunachal Pradesh over the years on his unique journey. On behalf of the state government and the people of Arunachal Pradesh, I congratulate him for travelling on cycle to places such as Tawang, Yingkiong, Tezu, Aalo, Jairampur, etc,' Pema added, while wishing him success in his noble endeavour. Meeting-cum-workshop on digital payment held

PANGIN, Apr 26: A meeting-cum-workshop on digital payment was held under the chairmanship of Siang district Deputy Commissioner, Rahul Singh on Wednesday.

Addressing the participants in the meeting, Singh emphasized on the need to implement the digital payment system in letter and spirit at the earliest. Recognizing the importance of digital payments and cashless transactions, more importantly in the wake of the prevailing problem of severe cash crunch, the DC said that the digital payment system would be highly beneficial for the general public.

Seeking close cooperation and active participation in creating further awareness on digital payment, he also called upon the participants in the meeting to be the agents for successful implementation of the various schemes initiated by the government for the betterment of public.

"Proactive measures would also be taken for opening of accounts and linking of Aadhar number through setting up of financial literacy camps in all the villages of the district with the help of local administrative officers and PRI members", he said. Directives were also given to the bank representatives to make POS machines available to the shopkeepers at the earliest. Account opening kits were also to be immediately dispensed.

A power point presentation on digital payment was given by CO Indira Riba, wherein she discussed about the objectives of demonetization, various incentives being provided by the GoI to promote digital payment and also different ways of making cashless transactions like Unified Payment Interface, Unstructured Supplementary Service Data, internet banking, usage of POS machines etc.  This was followed by an interactive session where all queries of the participants were addressed.

Pasighat, Apr 26: Restoration work of the damaged Pasighat-Pangin Trans-Arunachal Highway has commenced in full swing with deployment of heavy machinery, drilling, blasting and deep earth cutting by T K Engineering Consortium.

As a long term plan and in order to avoid inconveniences during such incidents, provision for an alternate route near the highway is also being planned.

Siang district Deputy Commissioner, Rahul Singh has issued an executive order restricting heavy vehicular and machinery movement. (DIPRO)

 

 

 

 

2nd phase ZPMs exposure tour begins

PASIGHAT, Apr 26: The team of East Siang district Zilla Parishad Members (ZPM) in its second phase of inter-district exposure tour to Western districts reached Yingkiong in Upper Siang district on Wednesday. The team led by East Siang ZPC, Kaling Dai also met the administrative officers and PRI leaders of the district and discussed many rural development issues.

The team will proceed to West Siang, Upper Subansiri, Lower Subansiri, Kurung Kumey and Kra Daadi districts within the next few days. Their month-long tour will culminate at Yupia in Papum Pare district, according to East Siang Zilla Parishad sources.

Earlier, in its first phase exposure tour, the ZPM team toured entire eastern Arunachal districts and two western districts, namely West Kameng and Tawang.

 

 

 

 

Youths visit Meghalaya as part of exposure tour

SHILLONG, Apr 26:  In all, 30 youths from Divine Mercy Parish, Chimpu visited Meghalaya as part of a three-day long exposure trip conducted by the Parish from April 23 to 26 last.

The youths, under the supervision of Father Bipin Kakra, the Parish Priest of Divine Mercy Parish, Chimpu and Sisters Rose and Elisha from Pastoral Center Hill Top, visited Don Bosco Museum Mawlai, Cathedral Church of Shillong Diocese, Cherapunjee, Thangkhrang Park, Mawsmai Cave, etc. The youths also interacted with the theology students of Claret Villa, Mawlai and minor seminarians of Umsing, Ri district.

 

 

 

Late Kaha remembered

NYAPIN, Apr 26:   The people of 12th Lower Nyapin Panchayat observed the first death anniversary of late Tadar Kaha, a renowned social activist and businessman of Nyapin town on April 24 last.  He had served the society in various capacities. Apart from being a Panchayat leader, he was also a Priest (nyubh) and well known genealogist.

 

 

 

 

World Malaria Day 2017 observed

ROING, Apr 26:  The Lower Dibang Valley District Vector Borne Disease Control Society (DVBDCS), in collaboration with the NGO Seva Kendra Caritas India observed the World Malaria Day 2017 on Tuesday.

The public leaders, students, women self help groups of Bolung, villagers and medical staff participated in the rally and the social service conducted at Bolung village by the DVBDCS to mark the occasion.  

Later, a skit play was also presented at the main market area by members of the collaborating NGO, followed by a documentary show on malaria and its preventive measures.

Speaking on the occasion, DPO (NVBDCP), Dr N Yirang said that the breeding of vector mosquitoes responsible for transmission of vector borne diseases, like malaria, dengue, Japanese Encephalitis, etc, increase considerably due to collection of rain water everywhere during the monsoon and post monsoon season, and so creating awareness amongst people is very important to bring change in the attitude of people towards malaria.

ADC Chestha Yadav said that such skit plays are very effective in giving out strong messages, and also said that it is very important to create awareness in children who will later spread the  knowledge amongst their families and so on.

Also present on the occasion were DTO (RNTCP) Dr S J Mitapo and other medical staff of the district. 25th April is observed world over as 'World Malaria Day' to create public awareness about malaria, and to encourage community participation and feeling of ownership in prevention and control of malaria and other vector borne diseases.

 

 

 

SDHWC cautions committee

ITANAGAR, Apr 26:   The Siang District Headquarter Welfare Committee (SDHWC) strongly stated that any attempt to shift out the district headquarter of Siang district, which is reportedly notified at Nyobo( Perang-Lampang), would only fuel problem among the locals.

SDHWC President Tapang Jamoh in a release stated that Nyobo (Perang-Lampang) had already been notified for the district headquarter and it is accommodating it smoothly.  The SDHWC reaction came after a team of Headquarter Feasibility Committee, led by the Principle Secretary to Home had reportedly visited the notified place. The committee hoped that second committee for feasibility would not be a politically motivated one.   

 

 

 

NSS volunteers training begins

ITANAGAR, Apr 26:  A five-day long residential training for 50 NSS volunteers was inaugurated by Director, Higher and Technical Education, Tejum Padu at Tadar Taniang Hall, Don Bosco Youth Center here on Wednesday.  

Speaking on the occasion, Padu exhorted the participants to spend the five days to develop their personality and learn inter-personal skills. He called upon the volunteers to put in hard work, especially when goals are more difficult to achieve.  

Earlier, Regional Director, NSS Regional Centre, Guwahati, Sunil Kumar Basumatary spoke about 49 more such training programmes, which are going to be organized in seven different places in each of the seven North Eastern states in the present fiscal.  

 

 

 

Sensitization prog held

ITANAGAR, Apr 26:  A sensitization programe on Revised Technical and Operational Guidelines on TB  was conducted at Heema Hospital, Itanagar on Wednesday.  The programme was organised by District TB Centre (DTC) Naharlagun. Dr P D Thongchi District TB Officer, Naharlagun also presented a paper.

 

 

 

 

BJP meet in Itanagar  

ITANAGAR, Apr 26: The State Executive Meeting of the BJP, Arunachal Pradesh is commencing from April 27 in Itanagar.

National General Secretary, BJP Muralidhar Rao, North East Zone General Secretary Ajay Jamwal, Former Member of Parliament Dr Mahesh Chandra, Members of Parliament Dr Vinay Sahasra Buddhe,  Tarun Vijay, Union MoS  Home Affairs Kiren Rijiju and Chief Minister, Pema  Khandu will attend the event, among others.

Three Ministers- Honchun Ngandam, Bamang Felix, Jomde Kena and Parliamentary Secretary Zignu Namchoom will make presentation on the achievements and road map of their respective departments.

 

 

 

 

AR prevents extortion

KOHIMA, Apr 26:  Continuing its operation against criminal activities, the Assam Rifles (AR) undertook an operation in Khonsa town of Tirap district on Tuesday and apprehended one Wanglam Pansa (Alam), who was reportedly terrorizing and extorting money from Khonsa town dwellers. The over ground worker was nabbed with a pistol and ammunition. During interrogation, he revealed that he was tasked by an NSCN (K) cadre to carry out extortion from government departments of Khonsa town.

In the present heightened security situation, the AR, under Dao Division has been carrying out extensive operations to keep the area peaceful and out of the clutches of insurgents. (PRO Defence)

The Chinese and Indian dilemma

Though the Chinese claim over Arunachal is not new and barely taken seriously by the people of the state, renaming of places have evoked anger and strong reaction.

All Arunachal Pradesh Students Union have organized the protest rallies accuses China of unnecessarily interfering into the internal affairs of India. Echoing the feelings of many in the state, the students feel that Central and state government should come out with a response to the repeated Chinese interference and claims over the Arunachal.

While Chinese claim is not new, India’s inability to respond to stapled visa issued by the Chinese to the citizens of Arunachal is a casue for concern.  

The Chinese government does not give normal visa to the people of the state as it says that people of Arunachal need no visa to visit China. However, it gives a stapled visa to the people of the state, which the Indian Immigration refuses to acknowledge.

In November  2009, Indian govt had issued a travel advisory, cautioning Indian citizens that Chinese visas issued on separate papers stapled to passports would not be considered valid for travel out of the country.

Till they came up with stapled visas, the Chinese government had refused to even entertain visa applications of people from Arunachal. The first high profile denial of visa dates back to 1981 when T L Rajkumar, the Speaker of the Arunachal Pradesh Legislative Assembly was denied one.

The second was one in 2007, when Beijing refused a visa to an IAS officer from Arunachal, saying he did not need one as the state belonged to China. The IAS officer Gonesh Koyu was part of a 100 IAS officer’s delegation that was to travel to China. The entire trip was called off.

Since then there has been no clear cut stand on the staple visa by the Indian govt though numerous cases of issuance of stapled visa, mostly to sportspersons have come up.  It is time to take a stand.

Colliding dates

Dear Editor,

Through the columns of your esteemed newspaper, I would like to inform the clashing of two major examinations on same date and time - RGU examination and JNU entrance test 2017.  Both will be held on May 16 from 9 AM-12 PM.

JNU entrance test will start from May 16-19. Unfortunately, some UG semester exam will be held in that span of time. There will be many students who want to appear JNU entrance test but cannot miss semester examination.

On behalf of all the distressed students, I would like to request our honorable Education Minister to kindly note and intervene in this matter and if possible reschedule/postpone the UG examination of RGU in order to appear both test and exam.

Credit scholarship

Dear Editor,

Through your esteemed daily, I would like to request to the responsible department of scholarship to credit the amount of scholarship to students account as soon as possible. We have waited long, since we have applied for Post/ Matric scholarship.

Scholarship is the only way by which we can fulfill our need, especially for the students who belong from poor background. They are dependent fully on scholarships as they do not have any other choice. So as a student, I am requesting the responsible department of scholarship to credit the amount in students account as soon as possible.

Improve infrastructure

Dear Editor,

Through your esteemed daily, I would like to draw the attention of govt of Arunachal Pradesh that slow development of the newly created Siang District is really a painful one for the people of Siang district. The people from remote villages come to Pangin for official matters but they are not able to meet the concern officers because they are found absent.

They are absent due to non availability of quarters. The officers posted in HQ Pangin are facing a huge problem; many officers are coming from far away to their respective offices.

The public are not able to complete official works due to absentee officers.

On behalf of the development loving people of Siang district, I appeal the govt to immediately sanction offices and quarters for govt employees of Siang district. I appeal the Chief Minister Pema Khandu to look into the developmental activities of the newly created district.
