India ranks 133 in Press Freedom Index
ITANAGAR, Apr 26: India ranks abysmally low at 133 among 180 countries in the latest annual World Press Freedom Index, which says Prime Minister Narendra Modi seems "indifferent" to the threats against journalists.
The 2016 'World Press Freedom Index' released by Reporters Without Borders (RSF) is led by Finland, which retained its top spot for the sixth consecutive year, followed by Netherlands and Norway.
India jumped three spots from the 136th position it had in 2015.
"Journalists and bloggers are attacked and anathematised by various religious groups that are quick to take offense," the report said.
At the same time, it is hard for journalists to cover regions such as Kashmir that are regarded as sensitive by the government, it said.
"Prime Minister Narendra Modi seems indifferent to these threats and problems, and there is no mechanism for protecting journalists," the report said.
"Instead, in a desire to increase control of media coverage, Modi envisages opening a journalism university run by former propaganda ministry officials," it alleged, without substantiating what it refers to.
Among India's neighbouring countries, Pakistan ranks 147, Sri Lanka (141), Afghanistan (120), Bangladesh (144), Nepal (105) and Bhutan (94). China is ranked 176.
The United States is ranked 44th and Russia is placed at the 148th place.
The report shows that there has been a deep and disturbing decline in respect for media freedom at both the global and regional levels.
IAS officer’s house searched as CWC alleges child labour

ITANAGAR, Apr 26: The Itanagar residence of Education Secretary, Bidol Tayeng was searched on Wednesday by officials of the Labour Department and Executive Magistrate, following complaints received by the Child Welfare Committee (CWC), that three minors were allegedly confined for the purpose of child labour.
Childline, Itanagar Coordinator T Tangjang informed The Arunachal Times that they received a complaint on the helpline 1098 on the evening of April 24 and were informed that three children between the ages of 8 to 12 years were allegedly wrongfully confined in the house of the Education Secretary. With the help of the CWC, they approached the police the next day but could not head out for a search due to technical difficulties.
On the morning of April 26, CWC Chairperson and Advocate, Kani Nada Maling managed to get a search warrant from the District Administration. By afternoon, the CWC members, Labour Department officials, Executive Magistrate and a team of police personnel scanned all the six floors of the resident of Tayeng, including the terrace and adjoining wings of the building located at Niti Vihar.
The police, under the supervision of the Magistrate were also called in to break open the prayer room, which was the only room to which the keys were allegedly misplaced.
However, after a full scan and search of the resident, the team found no evidence
of any minors who were wrongfully confined, and found only Tayeng's teenage son;

Earlier, shopkeepers and labours had informed the team that they had seen two minors a few days earlier. However, the relatives and workers of the household gave contradictory statements, and considering the safety and security of the girls, the CWC, ICC lodged an FIR in the Women Police Station, Itanagar to trace the whereabouts of the girls.
The CWC Chairperson filed an FIR on the basis of the letter received from the Childline at the Itanagar Women Police Station, alleging that the three children (one from outside the state and two locals) were kept as child labours. It was also alleged that the children were being subjected to physical torture in the name of possession of evil spirits by Osor Tayeng (Bidol Tayeng's wife).
The FIR also read that Tayeng's relative, Minam Moyong informed that Mary Tayeng (Bidol Tayeng's sister) was possessed by the spirit of one Dibang Tayeng (who is still alive).
"On enquiring about the children, the team was informed by one Ogul Tayeng that two to three months earlier, one of the domestic helpers was sent back to her native village and another to Delhi to work in the house of the owner's daughter", the FIR further read.
The Committee also claimed that it found some "puja material" from the house, adding that the CWC has apprehension that the three minor girls may be confined illegally in some undisclosed place and that their safety was of concern.
"The police have to do their job now as there is apprehension of the safety and security of the children. We are not labelling the Secretary as a culprit, but we have to work for the interest of children and this is not only a case of child labour, but probable torture also", the CWC Chairperson said.
The house search on Wednesday was conducted on receiving petition seeking permission for house search from the Chairperson of the CWC. The Capital Complex District Magistrate, Prince Dhawan passed an order U/S 93 of CRPC R/W Section 27(3) of the Juvenile Justice (Care and Protection of Children) Rules, 2007 for house search and directed Executive Magistrate K Ningo, EAC (Jud) and CWC Chairperson Kani Nada Maling for the same.
Meanwhile, speaking to The Arunachal Times, Tayeng said that he was currently in Pasighat for a meeting of the Tayeng Welfare Society, and completely refuted the allegations and said that the allegations were false and fabricated. He also alleged that some of his relatives were behind the entire episode of maligning his reputation.

There was much tension at Pasighat PS where activists from Women Against Social Evils (WASE), Adi Baane Kebang Women Wing (ABKWW), Adi Baane Kebang Youth Wing (ABKYW), All Bogong Students' Union (E) ABSU (E) and Jering Matkir Society (JMS) gheroud the station and mounted pressure on the police to act.
The WASE activists had helped the police during the arrest by taking them to the alleged accused residence.
A joint petition was submitted to magistrate and judge along with DC Pasighat by WASE, ABKWW, ABKYW and ABSU (E) on Wednesday evening not to grant bail to them.
The magistrate has rejected the bail petition as the arrested were sent to police custody. They will be produced before the court on April 28.
The Arunachal Pradesh Women's Welfare Society has asked the police to do a thorough investigation into the harassment of a family in alleged occult practices in Pasighat. While condemning the torture of women and a teenager from the same family in the name of tradition, the organization, APWWS appealed to the state government and APSCW to constitute fact finding team to unearth the truth.
The Society further said that crimes against children are increasing as it urged the government to immediately constitute a Child Rights Commission, which is mandatory under the Supreme Court guidelines.
The APWWS also extended its support to women NGOs and the family who are fighting for the justice of victims.

ITANAGAR, Apr 26: Commerce and Industry Minister, Nirmala Sitharaman inaugurated the orientation programme to operationalise the Spices Farmers' Producer Companies (SFPCs) & Buyer Seller Meet here at the State Banquet Hall on Wednesday.
The Spices Board, under the Commerce and Industry Minister is setting up the SFPCs on pilot basis in Arunachal Pradesh to help small and marginal farmers get better prices for their produce.
The SFPCs will help address the challenges faced by the agriculture sector with regard to mechanization, technology transfer and adoption of collective scientific cultivation, in addition to providing improved access to inputs and markets. It will also encourage the farmers to increase the productivity of the spice crops and to adopt cultivation and processing as an agribusiness entity.
Sitharaman expressed happiness at this important venture that would guide the farmers towards better marketing avenues. She urged the Small Farmers' Agri Business Consortium to expedite the process of opening these SFPCs.
Sitharaman also urged the state government to appoint few aggregators who would collect these spices from different locations, and also asked for the creation of a common infrastructure for a group of farmers in one area, which would enable storage, processing and value addition of their produces.
She further requested the state government to hold a review meeting every month with regard to industries. Failure in this would result in the delay of submitting the required documents for the necessary clearance of funds, she said.

Taga, a practitioner of organic farming himself, said that the only source of discouragement for the farmers is the lack of market avenues because of which farmers suffer huge losses. He hoped that the union government would look into this matter, and also hoped that imports from other states be banned after Arunachal is declared as an organic state.

Apex Bank and NABARD launch Rupay Kisan credit cards
Ziro, Apr 26: The Apex Bank and NABARD have launched off the Rupay Kisan Credit Cards (KCC) in Ziro on April 25.
All together, 126 farmers were issued Rupay KCC during the launching Programme.
Launching the cards, ADC Nending Chatung urged the people to open bank accounts with the Apex Bank and avail benefits under various government schemes. He also advised to repay the loans on time and enable the bank to recycle the loaning process so that maximum beneficiaries may be covered under the scheme.
Earlier in his address, MD of Apex Bank, Tsering Thongdok said that the Apex Bank is now fully computerized in CBS platform and providing banking services at par with other commercial banks. He highlighted the features of Rupay KCC, stating that it is in digital form and the farmers can withdraw the loan amount from ATM/ Micro ATM or POS machine as per requirement. The scheme also has provision for interest subsidy in case the loan amount is repaid within the time period. He also highlighted various digital services of the bank and assured to conduct FLCC programmes for awareness of general public, especially illiterate downtrodden section of people.
NABARD GM, Dr Gyanendra Moni expressed his happiness over the coming up of Cooperative Bank in issuing ATM cards and appealed to the public to avail the facilities provided in the scheme. He suggested increasing the crop intensity and increase productivity, and also suggested for other alternative means of way for income generation, for which the NABARD will extend all possible help, such as effective training for skill development through experts from outside the state so that it can be used and people can earn.
He also appealed to the public to continue traditional ways of farming as the state has been declared as an organic state and opt for livestock dairy farming for production of more manure.
Deputy Director Agriculture, Boria Nakum lauded the huge public gathering and their keen interest in banking services. He said that the service of the Apex Bank is improving and will be able to provide services to the needy people. He also suggested the district administration to release salary of employees through the Apex Bank. He further appealed to the farmers to avail the loan facility through the ATM service under KCC scheme and repay the loan on time to avail more facilities in days to come.
In the interactive session, the bank officials clarified the nomenclature of Rupay KCC and other social schemes being implemented by the bank. The NGO partner, The North East Multipurpose Development Society requested the bank to implement social and government sponsored schemes for veterinary and poultry schemes.
Ziro ARCS, Hage Komo said that Cooperative Apex Bank is working to uplift the rural sector through its various credit schemes. The bank has launched the programme at Ziro Valley as the people are very hard working and laborious, he said.

Fire Station in dismal condition
NAHARLAGUN, Apr 26: The condition of the Fire Station, Naharlagun is in dismal condition as the barrack, parking stand and toilets need immediate maintenance.
The only toilet for more than 20 fire fighters and officers is blocked for some time and not fit for use.
When contacted, SP Fire Service Kime Aya said that the government is actively pursuing the matter of construction of a first class G+2 building at the same venue as soon as the fund is provided.
He asked his officers to use the toilets available in the nearby barracks.
Burglar nabbed, booty recovered

ITANAGAR, Apr 26: The residents of a building at E Sector caught a burglar early this morning and handed him over to the police for further action.
According to sources, the burglar, identified as Man Bhadur Pradhan, alias Kuku Chetry barged into the two apartments, including one of a journalist's, residing in the building and looted valuable household items, including electronic gadgets at around 10 pm on Tuesday.
Fortunately for the residents, they found the burglar sleeping at the terrace of the same building and caught him around 6 am on Wednesday.
On being informed, a police team led by SI Inya Ete rushed to the spot, took the burglar into police custody and started investigation. Within an hour's time, the police recovered most of the stolen items, including a laptop and DSLR camera.
A case has been registered at Itanagar Police Station in this regard. Sources further informed that the burglar from Tuko Bari, Gohpur, confessed to his crime.
According to the police, the alleged accused was arrested earlier as well and recently released.
"After my evening duty at office on Tuesday, I reached my house at around 10.30 PM only to find that the door was open and materials scattered everywhere. A few moments later, I found my electronic gadgets and some other valuable item missing from my house," informed one of the victims.

Of the total 30 councillors that comprise the IMC, 26 belonged to the Congress. However, after expulsion of one of the members from the party, total Congress councillors in the IMC stood at 25.

ITANAGAR, Apr 26: Chief Minister Pema Khandu on Wednesday met cyclist, Bhausaheb Bhawar, who is in the state on his unique journey on cycle across the country for the fifth time.

Recognizing the importance of digital payments and cashless transactions, more importantly in the wake of the prevailing problem of severe cash crunch, the DC said that the digital payment system would be highly beneficial for the general public.
Seeking close cooperation and active participation in creating further awareness on digital payment, he also called upon the participants in the meeting to be the agents for successful implementation of the various schemes initiated by the government for the betterment of public.
"Proactive measures would also be taken for opening of accounts and linking of Aadhar number through setting up of financial literacy camps in all the villages of the district with the help of local administrative officers and PRI members", he said. Directives were also given to the bank representatives to make POS machines available to the shopkeepers at the earliest. Account opening kits were also to be immediately dispensed.
A power point presentation on digital payment was given by CO Indira Riba, wherein she discussed about the objectives of demonetization, various incentives being provided by the GoI to promote digital payment and also different ways of making cashless transactions like Unified Payment Interface, Unstructured Supplementary Service Data, internet banking, usage of POS machines etc. This was followed by an interactive session where all queries of the participants were addressed.

ROING, Apr 26: The Lower Dibang Valley District Vector Borne Disease Control Society (DVBDCS), in collaboration with the NGO Seva Kendra Caritas India observed the World Malaria Day 2017 on Tuesday.
The public leaders, students, women self help groups of Bolung, villagers and medical staff participated in the rally and the social service conducted at Bolung village by the DVBDCS to mark the occasion.
Later, a skit play was also presented at the main market area by members of the collaborating NGO, followed by a documentary show on malaria and its preventive measures.
Speaking on the occasion, DPO (NVBDCP), Dr N Yirang said that the breeding of vector mosquitoes responsible for transmission of vector borne diseases, like malaria, dengue, Japanese Encephalitis, etc, increase considerably due to collection of rain water everywhere during the monsoon and post monsoon season, and so creating awareness amongst people is very important to bring change in the attitude of people towards malaria.
ADC Chestha Yadav said that such skit plays are very effective in giving out strong messages, and also said that it is very important to create awareness in children who will later spread the knowledge amongst their families and so on.

AR prevents extortion
KOHIMA, Apr 26: Continuing its operation against criminal activities, the Assam Rifles (AR) undertook an operation in Khonsa town of Tirap district on Tuesday and apprehended one Wanglam Pansa (Alam), who was reportedly terrorizing and extorting money from Khonsa town dwellers. The over ground worker was nabbed with a pistol and ammunition. During interrogation, he revealed that he was tasked by an NSCN (K) cadre to carry out extortion from government departments of Khonsa town.
In the present heightened security situation, the AR, under Dao Division has been carrying out extensive operations to keep the area peaceful and out of the clutches of insurgents. (PRO Defence)

The Chinese and Indian dilemma
Though the Chinese claim over Arunachal is not new and barely taken seriously by the people of the state, renaming of places have evoked anger and strong reaction.
All Arunachal Pradesh Students Union have organized the protest rallies accuses China of unnecessarily interfering into the internal affairs of India. Echoing the feelings of many in the state, the students feel that Central and state government should come out with a response to the repeated Chinese interference and claims over the Arunachal.
While Chinese claim is not new, India’s inability to respond to stapled visa issued by the Chinese to the citizens of Arunachal is a casue for concern.
The Chinese government does not give normal visa to the people of the state as it says that people of Arunachal need no visa to visit China. However, it gives a stapled visa to the people of the state, which the Indian Immigration refuses to acknowledge.
In November 2009, Indian govt had issued a travel advisory, cautioning Indian citizens that Chinese visas issued on separate papers stapled to passports would not be considered valid for travel out of the country.
Till they came up with stapled visas, the Chinese government had refused to even entertain visa applications of people from Arunachal. The first high profile denial of visa dates back to 1981 when T L Rajkumar, the Speaker of the Arunachal Pradesh Legislative Assembly was denied one.
The second was one in 2007, when Beijing refused a visa to an IAS officer from Arunachal, saying he did not need one as the state belonged to China. The IAS officer Gonesh Koyu was part of a 100 IAS officer’s delegation that was to travel to China. The entire trip was called off.
Since then there has been no clear cut stand on the staple visa by the Indian govt though numerous cases of issuance of stapled visa, mostly to sportspersons have come up. It is time to take a stand.

Credit scholarship

Through your esteemed daily, I would like to request to the responsible department of scholarship to credit the amount of scholarship to students account as soon as possible. We have waited long, since we have applied for Post/ Matric scholarship.
Scholarship is the only way by which we can fulfill our need, especially for the students who belong from poor background. They are dependent fully on scholarships as they do not have any other choice. So as a student, I am requesting the responsible department of scholarship to credit the amount in students account as soon as possible.

Improve infrastructure
Dear Editor,
Through your esteemed daily, I would like to draw the attention of govt of Arunachal Pradesh that slow development of the newly created Siang District is really a painful one for the people of Siang district. The people from remote villages come to Pangin for official matters but they are not able to meet the concern officers because they are found absent.
They are absent due to non availability of quarters. The officers posted in HQ Pangin are facing a huge problem; many officers are coming from far away to their respective offices.
The public are not able to complete official works due to absentee officers.
On behalf of the development loving people of Siang district, I appeal the govt to immediately sanction offices and quarters for govt employees of Siang district. I appeal the Chief Minister Pema Khandu to look into the developmental activities of the newly created district.
